Putin announces plans to spend 8.4 trillion rubles on naval construction in the next decade (approx £77.2 Billion). The Russians “plan” to do a lot of things, but right now their focus is on a land war in Ukraine. That will consume almost all of their financial resources, so it will remain to be seen what Russia is going to spend on its Navy. It will, however, maintain a strong submarine capability (both nuclear and diesel-electric) because they know those are the most powerful naval weapons they have.
